One is almost sure that anyone carrying a speargun out of the water cannot have good intent. Even in the water, actually. There are probably dozens of hunting uses for a spear. Many tribal societies probably thought spears were a good idea – lethal but light.In the US some states have regulations on when you can use them, but ownership is not regulated and you can buy one if there is a store that will sell it to you.
